Dr. Jan Upton, the President and Founder of IRC, has 20 years of
experience conducting applied research on disadvantaged populations (including welfare
recipients, high school dropouts, and minorities) and facilitating education
reform projects. She received her doctorate in sociology from UNC-Chapel Hill
and is the former Director of Planning and Analysis for a private college.
